The Georgia HEART Hospital Program provides a full range of rural hospital organization contribution marketing, processing, tracking, and reporting services to qualified hospitals desiring to take advantage of the Georgia rural hospital organization expense tax credit.
Program Marketing
- Preparation and updating of educational and marketing materials for participating Georgia HEART rural hospital organizations that can be used to cultivate taxpayer contributions
Tax Credit Advancement
- Promotion of Georgia HEART and the rural hospital organization expense tax credit among businesses, CPA firms, lawmakers, and the media
Contribution Processing
Full-service processing and / or coordination of Georgia HEART taxpayer contributions, including:
- Submission of contribution pre-approval requests to the Georgia Department of Revenue (“DOR”);
- Tracking of status of pre-approvals;
- Confirmation of pre-approvals;
- Sending of pre-approval notices and contribution deadline reminders to taxpayers; and
- Receipt and deposit of taxpayer contributions to Georgia HEART rural hospital organization bank accounts
Reporting Assistance
- Assistance preparing mandatory five-year plan detailing hospital financial viability and stability and monitoring of plan implementation
- Confirmation of use of donations for the provision of health care-related services
- Assistance in preparing annual report to Department of Community Health (“DCH”) of contributions and the manner or purpose in which contributions were expended
Contribution Management
- Development and management of a customized online “dashboard” to which each participating Georgia HEART rural hospital organization can refer to determine the real time status of taxpayer pre-approvals and contributions
Customer Service
- Regular communication between Georgia HEART staff and a HEARTMonitor assigned by the rural hospital organization
- Live Georgia HEART customer service via telephone and email during regular business hours to answer any questions about the rural hospital organization expense tax credit and to resolve any contribution processing problems
- When possible, resolve special taxpayer situations with DOR staff
Monitoring of Program-Related Developments
- Ongoing monitoring of DCH and DOR regulatory and procedural developments
- Ongoing monitoring of legislative developments
Individualized Attention and Meetings
- Upon request, individualized attention to the inquiries of corporate taxpayers desiring to contribute to a rural hospital organization
- Upon request, educational visits by Georgia HEART staff with rural hospital organization executive staff and / or Directors or Trustees
- Upon request, the participation of Georgia HEART staff as speakers at meetings of local financial advisors and business owners
